After announcing the change in conditions, IPL 2023 has become the second T20 league after the top SA20 league. Now IPL allows the captains to select the best team for their match after the toss. In SA20, captains step in for the toss with a list of thirteen players in their hands, and after the toss, they choose the best players for the match.
Director of the SA20 tournament, Graeme Smith, said these conditions are designed to reduce the impact of toss. These conditions allow the best players to show their active form on filed. After implementing these conditions in the SA20 tournament, the squads which won the toss dominated in fifteen out of thirty matches and failed in sixteen games.

There will be a need for spinners to protect the score in the second innings on a slow track. The team may replace the batters with skilled bowlers to reduce the impact of the toss. The new rule will allow skippers to twist the conditions for their team to dominate in the match.

• During fielding, if a fielder shows unfair movement, the team will pay a penalty of five extra runs for the opponent team and one dead ball.
• During bowling, the team will be if a bowler doesn’t finish his over in the given time. In this case, four fielders will be knocked out of the 30-yard circle in the next over.
